Teachers slam promotion policy as ‘anti-employee’, DU refuses to budge

The stalemate between the Delhi University administration and its teachers’ association continues. While the DUTA has alleged that the retrospective implementation of Career Advancement Scheme (CAS) was another instance of the DU administration’s “anti-employee” stance, authorities maintained that the issued had been raised by them with the UGC repeatedly.
According to members of the Delhi University Teachers’ Association, the Executive Council (EC) resolution of implementing CAS retrospectively (from December 2008) will cause obstacles in the promotions of many teachers of the varsity.
“Under the new scheme, promotions are to be made as per an API index. Before the EC resolution was passed in August this year, there was a lot of controversy surrounding the implementation of the UGC Regulations of 2010 and a review committee had also been set up to look into allegations of anomalies in these regulations. Owing to this, the evaluation of teachers’ work was not being done quantitatively. But with DU deciding to implement the regulations retrospectively, teachers — many of whom had been promoted — are expected to produce records to show the work done by them in quantitative terms,” Abha Dev Habib, a DUTA member, said.
The university administration, on the other hand, expressed its inability to bring respite to the teachers.
Officials maintained DU Vice-Chancellor Dinesh Singh as well as the Registrar, on numerous occasions, had written to the UGC on the issue.
“Since the promotion of a few hundred teachers of Delhi University had remained stuck in view of the UGC directive despite repeated requests of the university, the university was left with no other alternative but to bring this matter before its Executive Council to reconsider the position taken by Delhi University earlier, and to accept the change in the cut-off date for eligibility of teachers for promotion, as mandated by the UGC,” Malay Neerav, DU media co-ordinator, said.
According to the university administration, in 2011, on the directions of the UGC, the university had proceeded with promotions under the CAS as per the old regulations of 2000. However, later in 2011, new regulations were notified which said that API-based Point Based Assessment System (PBAS) “will be progressively and prospectively rolled out”.
“The V-C took a personal initiative and wrote to the MHRD pointing out the problems associated with the implementation of the PBAS, requesting that the university be allowed to use its own performance criteria in lieu of API-based recruitment and promotion,” Neerav said.
About five months later, the UGC constituted a review committee to look into the UGC regulations, 2010, to check if there were any anomalies in the regulations.
